AI Regulation
Developers need clarity-not chaos-in how AI is regulated.
What is the issue?
Artificial intelligence is transforming how software is built, from automating tasks to enabling smarter user experiences.
But as adoption grows, many states are introducing their own AI regulations-many of which overregulate the use of AI and provide differing definitions, scopes, and requirements.
Without federal action, developers face a fragmented patchwork of laws that's increasingly difficult to navigate or comply with.
How does it affect developers?
- Regulatory fragmentation - Each state may define “AI” differently, apply unique disclosure or testing rules, and impose conflicting compliance timelines.
- Compliance uncertainty - Developers struggle to know which tools, models, or features fall under specific state definitions of “AI.”
- Disproportionate impact - Startups and small teams bear the same compliance load as major tech companies, but with far fewer legal and financial resources.
- Innovation slowdown - Overly restrictive or inconsistent state laws can discourage experimentation and delay deployment of beneficial AI features.
Our Position
We support a federal AI policy framework that preempts state laws and creates thoughtful, consistent national policy. Federal AI policy should:
- Protect consumers,
- Provide clear and uniform compliance standards, and
- Support responsible innovation across all 50 states.
Developers need predictable, consistent rules so they can build trustworthy AI without navigating fifty different laws.
Why It Matters
Artificial intelligence holds enormous promise for improving how we work, learn, and connect. But unclear, overly restrictive, or inconsistent regulations risk slowing progress and raising costs. A balanced, unified national approach ensures AI is developed ethically, deployed responsibly, and accessible to innovators of all sizes.
Alliance 2.0 will be launching in the coming months. We'll be focused on amplifying developer voices through issue advocacy, and giving you the resources you need to make an impact worldwide.
